The first lesson that we are delivering on the causes of Congress debacle is based on the time tested doctrine of Committed Bureaucracy. Even within the Congress itself each leader had his own set of committed leaders and their energy was used to be harnessed for political purposes. Even when Chief Minister was changed in spite of the same party retaining power, भाग्यचक्र- of most of IAS/IPS officers underwent a radical change. But in the second tenure of UPA, by a single G.O, Manmohan Singh changed the whole scenario. To get him declared as the honest Prime Minister of a dishonest party, for his own personal reasons, Manmohan Singh issued a G.O., which, If challenged, cannot stand scrutiny in court for a single minute that those officers, who had not a tenure of deputation at centre earlier would not be considered at all for a senior position at the centre. It was such a joke that in my 77 batch of 15 IPS officers only two officers were found eligible for being empannelled in the Central List. Even officers of the variety of Shailja Kant Mishra who had unique all-round reputation and unblemished outstanding service record, with few parrallels to be found in entire India, were not empannelled to the best of my knowledge. The result was that almost 80-90% IAS/IPS were declared to be not worth considering for Central assignment at all. They were left out in the state utterly frustrated. Most of them had the tag of Congress attached to them rightly or wrongly. When in the majority of states there was no Congress government and for a considerable time even at the Centre how could pro - Congress IAS/IPS officers manage their entry for central deputation. Since 89, there was no Congress Government in U.P. So in many states for a long time. Only officers, who were close to the opposition parties, could manage their place in Central Government Empannellment List , Moreover Manmohan Singh obliged those in the opposition Benches, to gather their good will not for the party, but for his personal image. Everybody praised him. Manmohan Singh tried to play Atal Vihari Vajpayee-- Who had ruined the BJP for improving his personal image. People claimed Atal to be a good man in the company of notorious people and this very claim was relished by Manmohan Singh. Have you ever seen top officers being retained in the senior most positions in various departments after change of Government? Now Congress is weeping about Bassi, Chidambaram, Pillai etc. Whose choice was Bassi? Whose choice was Chidambaram? Whose choice was Pillai? I hope this is the rarest of rare cases that not to talk of a single exception, but dozens and dozens of bureaucrats are enjoying the confidence of diametrically opposed governments. Yuvraj ' of CBI during Manmohan Singh days is the king of CBI in Modi's tenure. Again the 'Yuvraj' of IB and other several institutions of Congress days proved to be the choice of BJP as well. Whose choice was CAG? Hardly any IAS/IPS officer worth mention ditched Indira Gandhi even during the hot hours of Shah Commission. But huge cracks were visible in the UPA II regime. Even in UPA 1 regime no opposition sponsored IAS/IPS officer could secure place at the top. Scandals were unearthed not by ' Khoji Patrakars ', not by RTI activists but by senior IPS/IAS officers. Troubles created at the level of judiciary may be understandable to some extent but IAS/IPS officers, who even tremble at the name of Mayavati or Mulayam, who used to lick the toe of Dhawan in Indira days, started roaring in UPA II. They used to garner conscience. Reason was that the concept of committed bureaucracy was picked up by BSP, SP, BJP etc. while in search of objectivity, commitment to party in power was lost sight of in UPA II days. Germs of this disease of committed bureaucracy flourished during the phase when Akhand Pratap Singh and Neera Yadav were made chief secretary by Mulayam Singh Yadav, to be later removed after the intervention of the court. An IAS officer duly convicted by the court, was given a prime position by Akhilesh Government. Mayavati put a non- IAS officer first time in the history of UP as cabinet secretary and IAS officers were panicky even to enter the room of her cabinet secretary, who was not even promoted IAS and had no experience of district administration as DM. Commissioner etc. But Manmohan Singh chose officers to appease BJP, SP, BSP and other opposition stalwarts.
It cannot be argued that Congress stalwarts had no idea of this game. Digvijay Singh, Sheela Dixit and then UPCC president Rita Joshi were well briefed about the game but either they did not bother or they did not dare to open their month before the high command. Those in the centre started conspiring against all the Congress leaders including Sonia (Minus Manmohan Singh). Shukracharya has said that if someone in your team is glorified in opposition camp, and tending to develop an image worthy of being adored by opposition, he should be kicked out of the arena of politics by the king otherwise he will be destroyed. Bali did not obey his guru. The result was obvious. Bali was vanished to Patal Loka (पाताल लोक). Congress also has been relegated to Patal Lok. Continued...
