(2nd Lesson to Rahul)
Panchtantra was written by Acharya Vishnu Sharma to teach the art of governance to princes so that no one could cheat them and they should not turn up as utter failures. Kamlapati Tripathi was the last man to perform this duty, with bitter consequences. After that, no other person dared to venture on those lines. Since I am delivering these lectures in political science for the benefit all those princes- second generation politicians- who are unable to know when their जनाधार deserted them and only goodwill of earlier generation is left, with little fringe benefits. This can be of use to Tejeshwar Yadav, Akhilesh Yadav, Ajit Singh etc to ascertain as to what pitfalls are lying ahead of them. For Rahul mastering these lessons is a must, failing which Sonia and the entire Congress may have to repent.
In the first lesson, I dwelt at length on the concept of committed bureaucracy. Now I am discussing the process how committed bureaucracy is created. The process is very simple. It is the time tested principle of public administration that to be successful, 'right man for the right job'. This connotes by implication.
1. Pious man for pious job and
2. Dirty man for dirty job.
If you summon some car mechanic to take over as cook, this experiment will prove to be an utter failure. And the same position stands vice-versa. There is no need to roar or chide, not to say of burning with cigarette. Search Marich (मारीच) pattern officers and subordinates. Most of the IAS/IPS officers, not to speak of petty govt. servants, fall in this category. Goswami Tulsidas had conducted an ultrasound of the mindset of Marich -
"जब सठ देखि उभय विधि मरना |
तब ताकेसि रघुनायक सरना" ||
(When the wretched fellow Marich perceived his death either way, he choose to die at the hands of Ram and took refuge behind him.)
When IAS/IPS or other officers see their deluge either way, they choose to toe the line of political bosses on the following grounds -
1. Whether the person for whom they are betting their carrier graph, will stand by their side when they are in hot waters. Indira, Jaylalita and Mulayam Singh Yadav are unparalleled in the history of political arena in India. Mulayam Singh Yadav had never to face the problem of Amitabh Thakur during his tenure as Chief Minister. He had his own set of time-tested officers. None opened his mouth in Shah Commission against Indira. Even officers of the integrity and reputation of T.N.Sheshan were never a problem boy for Indira Gandhi. Indira Gandhi even used officers of unimpeachable integrity like J.N. Chaturvedi in important positions without any problem being created. There are times when to implement unpleasant and hard decisions honest officers are needed and once the job requirement in over, they are shifted to some other important place, where-their unblemished services are required. Indira Gandhi knew when to use M.C Dewedy and where to use K.D. Sharma. This statecraft is not easy to attain and those who have no mastery in it, can at least play the safe game in the style of Mulayam Singh Yadav that if you have to get a favor for some person, you just ask that person the name of the officer through whom he would be able to get the results delivered, and assign him that place. No argument. One line administrative order in public interest (जनहित) and the result is in your hand. If CBI had to be misused, why not post dirty officers at that chair. We have seen with our naked eyes people of what level were touching the feet of ladies, who were supposed to have access to the then C.M. I can challenge to produce several (not all) officers of the rank of DG and Cabinet Secretary who will be only too happy to touch the feet of a peon, if the competent authority is ready to give the guarantee that after touching the feet of the peon he would be holding that chair. If I fail in this demonstration, I will apologize on TV and touch the feet of the lowest person as a measure of repentance. Anyone who is in a position to influence the posting of a bureaucrat is as much respectable as his own father for him. Anyone who can manage the victory or defeat of a politician in the elections deserves the respect of a grandfather. If Sonia/Manmohan really intented to arrest Modi or Shah in a false case, any Inspector CBI or even a peon of PMO would have produced one dozen volunteers holding the rank of DG, who would have themselves claimed before the PM/Sonia that they would create false evidence and arrest whomsoever it is directed. No need of any political pressure to be exerted. There are thousands of bureaucrats in every department who believe in the formula "When rape is inevitable why not relax and enjoy." Even since the days of Rajiv Gandhi, objective assement of IAS and IPS officers began and posting of virtuous people was started on a large scale in IAS and IPS. That is why Rajiv had to face the evil consequences of Bofors Scandal. Rajiv was defamed because he was the most honest of the lot available. Had Indira been in place of Rajiv, immediate enquiry would have been ordered in Bofors Scandal and V.P. Singh and his companions would have been behind the bar. She must have posted such a person in the chair of Director RAW and Director IB as well as Director CBI that there would have been abundant evidence to arrest any man she desired. In India IAS/IPS is like चेतक horse.

I am shocked as to why some chaste lady should be abducted, kept in confinement and raped, when 100 times more bewitching call girls are available at phone call for enjoyment. Similarly it is idiocy to exert political pressure on bureaucracy, when there are plenty of bureaucrats, who are ready to crawl, when asked to bow.
Why fight with SP where the name of someone should be dropped in investigation from the charges of murder, rape etc. You just ask the accused to search some Inspector who has been sent to lines and who is ready to do as he desires. You search one you will get 10. No need to pressurize SP to post that Inspector at a particular station. You just ask that Inspector the name of SP, DIG, IG and DG, who if posted at the respective positions, would dance at his tune. He will present the entire team before the person who matters. If not all, at least several volunteers would be ready to do anything, which is expected of them. One may argue whether they will not be afraid of the Honourable High Court or Supreme Court. Post a man already convicted by the court and he will issue any transfer order, legal or illegal, irrespective of the consequences. That is why Yadav Singh remained favorite of all those who matter. Why pressurize engineers to grant thekas? Ask thekedar to name the engineer who will sanction tenders for him and he will spell the name. Matter over. Put some K.D. Sharma in key position and he knows how to deal with Charan Singh and his disciplines effectively. Jaylalita ensured that Karunanidhi or Murosili Maran or other senior politicians were virtually dragged and humiliated. If the Honourable Court insists that A.P. Singh quits, no problem. Sooner or later, there is no dearth of Neera Yadav to fill the space.
Rajiv Gandhi picked up bright officers with nice image, but could not ensure that his ministers are purified. The result was the era of political pressures. In Indira days there was no scope of political pressure. There used to prevail the principle of right man for the right job. Now the stage of upright man for dirty job is resulting in utter chaos.
